Eagle Point (on Buggs Island Lake/Kerr Reservoir) was leased from the U.S. Army Corps of Engineers. Following the breakup of Piedmont Area Council in 1972, this portion of the council went to Richmond’s Robert E. Lee Council, which is now Heart of Virginia Council.
